Luddy Liggon, Founder & Managing Director of Skyline Consulting Partners, LLC., is a transformational HR leader who streamlines and simplifies complex people operations while staying agile in developing HR strategies. She builds highperformance, scalable people systems for public, private, and PE-backed companies and is a trusted advisor to CEOs and boards-steering organizations through carve-outs, integrations, and leadership transitions while linking talent strategy to value creation and business priorities.
At CRC Group, a specialty insurance distributor, Luddy architected the enterprise people strategy during a separation from a national bank, leading a 4,500-divestiture while retaining talent, minimizing disruption, and reimagining a renewed HR delivery model. She partners closely with the People & Compensation Committee on executive pay, succession plans, and building board-facing KPI cadences that inform the people strategy and impact critical business outcomes.
Previously, as Head of HR at Clearway Health, she built the HR function for a spinout, introduced job architecture and a performance system with transparent OKRs, which helped the company earn Great Place to Work® certification.
At Allstate (following the National General acquisition), she led multi-country HR operations, cutting costs by $15M, reduced attrition by 72% through near-shore expansion, and designed an award-winning Employee Value Proposition. Earlier roles with GE, Cisco systems, and Highmark Health shaped her depth in leadership development, large-scale assimilation, and workforce transformation.
Luddy holds a Master's degree in HR Development & Organizational Management, is a certified executive coach, and has guided multiple organizations to Great Place to Work® recognition in the U.S. and Mexico.
